refugee staus

Dears Sirs,
first of all apologize me for my english.
I would to submit you the above indicatyed question:
My boyfriend had obtained the refugee's status in the UK since 1993.
In the 2003 he got into a brawl and subsequentely UK goverment had withdrawn his Uk document (i.e. passport) and gave him a licence to live and work in Uk with the obligation to not live the UK.

I would like to know if my boy friend can have back his passport, and if there is a procedure to cancell the punishment and if so what he have to do?
